A public hearing will be conducted on Tuesday, July 12, 2022 at 11:00 AM at the Indiana Borough Municipal Building located at 80 N. 8th Street, Indiana, PA to discuss Indiana County “on behalf of” Indiana Borough’s proposed 2022 CDBG Entitlement program and Indiana Borough’s plans to utilize the funding and submission of a 2022 CDBG application.

The purpose of the public hearing is to discuss the Community Development Block Grant (CDBG) project selection and the 3-Yr Plan for Indiana County “on behalf of” Indiana Borough. The hearing will discuss the selection of activities and why any proposed activities were not selected for funding. The selected 2022 CDBG activity is to fund the S. 15th Street Storm Sewer System/Phase II Improvements Project that is being allocated multiple CDBG allocations. The funds will also be utilized for a planning activity and administration expenses.
The County of Indiana “on behalf of” Indiana Borough is expected to receive an allocation of approximately $206,317.00 of 2022 CDBG funds from the Commonwealth of Pennsylvania. In addition, the County of Indiana “on behalf of” Indiana Borough anticipates the receipt of no program income during the 2022 program year. At least 70% of the available funding must be used for activities which benefit low-and-moderate income persons. The proposed activities must benefit at least 51% low-moderate income persons in the service area to qualify as a low-moderate income project. The PA Department of Community and Economic Development (DCED) has announced the application submission deadline of October 28, 2022.
If the County of Indiana “on behalf of” Indiana Borough would undertake activities that result in the displacement of families or individuals, then the County of Indiana’s policy for minimizing such displacement would be in effect. The County of Indiana “on behalf of” Indiana Borough is responsible for replacing all low-and-moderate income housing units that may be demolished or converted as a result of the use of CDBG funds.
All interested citizen are encouraged to attend and will be offered the opportunity to give oral testimony at the public hearing and/or to present written comments concerning the proposed CDBG activities and 3-Yr Plan, the selection process and any other questions related to the CDBG program. 2022 CDBG Program - Citizen Comment Period
Indiana County on behalf of the Borough of Indiana hereby announces its intention to prepare a grant application and three-year community improvement plan under the 202 Community Development Block Grant Entitlement Program (CDBG). The proposed application will request approximately $206,317.00 in CDBG Entitlement Funds. The proposed entitlement application will allocate funds to the S. 15th Street Storm Sewer Improvements/Phase II Project; a planning activity with the remaining amount for administration/audit. The project will benefit at least 51% low-moderate income persons in the proposed project area.
The grant applications will be submitted to the Pennsylvania Department of Community and Economic Development no later than October 28, 2022. Citizens are invited to examine the plans, once a determination has been made, and to comment on the proposed application and three-year plan between 8:30 a.m. and 4:00 p.m., Monday through Friday, at the Indiana County Office of Planning and Development, Indiana County Courthouse Annex – 801 Water Street, Indiana, PA 15701 or call 724-465-3870 (Voice) or 724-465-3800 (TDD). Comments on the proposed project will be accepted at the Indiana County Office of Planning and Development until 10:00 AM on July 12, 2022.
