2026 CDBG Program: Citizen Comment Period, Indiana County “on behalf of” Indiana Borough

Indiana County on behalf of the Borough of Indiana hereby announces its intention to prepare a grant application and three-year community improvement plan under the 2026 Community Development Block Grant Entitlement Program (CDBG). The proposed application will request approximately $202,625.00 in CDBG Entitlement Funds. The proposed entitlement application will allocate funds to the Fisher Avenue Improvements – Phase I Project and a planning activity to assist with the County’s update for the Housing Plan and Land Bank Feasibility Study with the remaining amount for general administration/audit expenses. The project will benefit at least 51% low-moderate income persons in the proposed project area.
The grant applications will be submitted to the Pennsylvania Department of Community and Economic Development no later than October 30, 2026 at 5:00 PM. Citizens are invited to examine the plans, once a determination has been made, and to comment on the proposed application and three-year plan between 8:30 a.m. and 4:00 p.m., Monday through Friday, at the Indiana County Office of Planning and Development, Indiana County Courthouse Annex – 801 Water Street, Indiana, PA 15701 or call 724-465-3870 (Voice) or 724-465-3800 (TDD). Comments on the proposed project will be accepted at the Indiana County Office of Planning and Development until Wednesday, September 2, 2026 at 4:00 PM.
