Indiana County “on behalf of” Indiana Borough
2025 CDBG Entitlement Program
A public hearing will be conducted on Monday, June 16, 2025 at 1:00PM. PLEASE NOTE THE TEMPORARY CHANGE IN LOCATION DUE TO THE CONSTRUCTION AT THE INDIANA BOROUGH MUNICIPAL BUILDING. The June 16th public hearing will take place at the Indiana County Office of Planning & Development located at 801 Water Street, Indiana Pennsylvania. The purpose of this first of two public hearings is to discuss Indiana County “on behalf of” Indiana Borough’s proposed 2025 CDBG Entitlement program, solicitation of proposals, and Indiana Borough’s plans to utilize the funding and submission of a 2025 CDBG application. The public hearing is accessible to individuals with disabilities and/or for persons with Limited English Proficiency. The public hearing will include a discussion the Borough’s Community Development Block Grant (CDBG) program in general, the needs of Indiana Borough, and the Indiana County “on behalf of” Indiana Borough’s performance under the previously funded CDBG Entitlement Program years, and to discuss the required Three-Year Community Development Plan of Indiana Borough.
The County of Indiana “on behalf of” Indiana Borough has not been notified by the Pennsylvania Department of Community and Economic Development (DCED) of the 2025 allocation. Based on the 2024 CDBG allocation the 2025 funding will be approximately $202,202.00 from the Commonwealth of Pennsylvania. In addition, the County of Indiana “on behalf of” Indiana Borough anticipates the receipt of no program income during the 2025 program year. At least 70% of the available funding must be used for activities which benefit low-and-moderate income persons. The proposed activities must benefit at least 51% low-moderate income persons in the service area to qualify as a low-moderate income project. The PA Department of Community and Economic Development (DCED) has not announced the 2025 CDBG Entitlement application submission deadline date. It is anticipated that the application will be due in late Fall of 2025.
The following types of activities may be eligible for funding under the CDBG Program: water and sewer line replacement and improvements; housing rehabilitation; construction of affordable housing; construction/reconstruction of public/community facilities; recreational facilities; public services that are new or provide quantifiable increase in the delivery of services; street improvements; historic preservation; removal of architectural barriers; code enforcement; economic development; acquisition and relocation; clearance and demolition; and general administration, planning, audit and preparation of the CDBG application.
If the County of Indiana “on behalf of” Indiana Borough would undertake activities that result in the displacement of families or individuals, then the County of Indiana’s policy for minimizing such displacement would be in effect. The County of Indiana “on behalf of” Indiana Borough is responsible for replacing all low-and-moderate income housing units that may be demolished or converted as a result of the use of CDBG funds.
All interested citizen will be offered the opportunity to give oral testimony at the public hearing and/or to present written comments concerning the needs of Indiana County “on behalf of” Indiana Borough’s proposed CDBG Program activities, the prior use of CDBG funds as well as the CDBG Program in general. Proposals and comments may be submitted to the Indiana County Office of Planning and Development at 801 Water Street, Indiana, Pennsylvania 15701 or by email to comments@ceo.co.indiana.pa.us by June 16, 2025 at 1:00 PM if you are unable to attend the public hearing.
