NOTICE TO BIDDERS
The Borough of Indiana will receive bids until 4:00 P.M., Tuesday, May 5, 2026, at the Borough Offices located at 80 N. 8th Street, Indiana, PA, 15701 for the following: Vinegar Hill Slope Stabilization Project.
The Project will consist of incorporating and placing Profile Products, LLC, soil enhancement and stabilization products, including Proganics, Turf Reinforcement Mat, and Flexible Growth Medium (Green Armor System) to stabilize the Vinegar Hill embankment, the planting of 480 #3 containerized shrubs, previously purchased by Indiana Borough, and placement of 3-inches of shredded hardwood mulch around the plantings.

Bids will be opened and read at a public meeting at 6:45 P.M. on Tuesday, May 5, 2026, in the Meeting Room of the Indiana Borough Council, 80 N. 8th Street. Indiana PA 15701. Copies of the proposal form and specifications may be obtained at the Borough Building between 8:00 A.M. and 4:00 P.M., Monday through Friday, please call for an appointment at (724) 465-6691.
All bids must be addressed to Nichole Sipos, Borough Manager, at the Municipal Building address and plainly marked on the outside of the envelope – “Bid Proposal for Letting of Indiana Borough, Vinegar Hill Slope Stabilization Project – May 5, 2026.”
Completion time is sixty (60) calendar days. Liquidated damages apply at a rate of $250.00 per calendar day. Each bid must be accompanied by a certified check or bid bond equal to at least ten percent (10%) of the bid. A performance bond or certified check in the amount of one hundred percent (100%) of the contract shall be furnished by the successful bidder within twenty (20) days after the contract is awarded. Indiana Borough Council reserves the right to reject any and all bids, to waive any informalities in the bids, and to award the contract that serves the best interest of Indiana Borough.
