Public Hearing Notice and

Proposed Project Selection for the 2025 CDBG Program

Indiana County “on behalf of” Indiana Borough


A public hearing will be conducted on Thursday, August 7, 2025 at 1:30 PM at the Indiana County Office of Planning & Development Office, 801 Water Street, Indiana, PA by Indiana County “on behalf of” Indiana Borough. Please note the location change due to the ongoing construction project at the Indiana Borough Municipal Building. The purpose of the meeting is to discuss Indiana Borough’s proposed 2025 CDBG Entitlement program and Indiana Borough’s plans to utilize the funding and submission of a 2025 CDBG application.


The public hearing is accessible to individuals with disabilities and/or for persons with Limited English Proficiency. The purpose of the public hearing is to discuss the Community Development Block Grant (CDBG) project selection and the 3-Yr Plan for Indiana County “on behalf of” Indiana Borough. The hearing will discuss the selection of activities and why any proposed activities were not selected for funding. The selected 2025 CDBG activity is to fund the Fisher Avenue Improvements – Phase I of a two-phased project. Both phases of the proposed project will be a multi-year funded CDBG project.


The County of Indiana “on behalf of” Indiana Borough is expected to receive an allocation of approximately $200, 544.00 of 2025 CDBG funds from the Commonwealth of Pennsylvania. In addition, the County of Indiana “on behalf of” Indiana Borough anticipates the receipt of no program income during the 2025 program year. At least 70% of the available funding must be used for activities which benefit low-moderate income persons. The proposed activities must benefit at least 51% low-moderate income persons in the service area to qualify as a low-moderate income project. The PA Department of Community and Economic Development (DCED) has announced the application submission deadline of October 31, 2025.


If the County of Indiana “on behalf of” Indiana Borough would undertake activities that result in the displacement of families or individuals, then the County of Indiana’s policy for minimizing such displacement would be in effect. The County of Indiana “on behalf of” Indiana Borough is responsible for replacing all low-moderate income housing units that may be demolished or converted as a result of the use of CDBG funds.


All interested citizen are encouraged to attend and will be offered the opportunity to give oral testimony at the public hearing and/or to present written comments concerning the proposed CDBG activities and 3-Yr Plan, the selection process and any other questions related to the CDBG program.
