Financial assistance for housing expenses now available through ICCAP.

Funding is now available to provide financial assistance to eligible households for rent, utilities and other housing-related expenses due to COVID-19. Renters, landlords and utility providers can apply.


The program is being administrated by the Indiana County Community Action Program, Inc. (ICCAP) and applications can be accessed on COMPASS at www.compass.state.pa.us.


Those without access to a computer can make an appointment with ICCAP to use their computers. Hard copy applications may also be sent to those who request one.

Background:


  • The Federal Consolidated Appropriations Act of 2021 passed in December 2020, including funding for states to establish Emergency Rental Assistance Programs.


  • Pennsylvania received $569 million to administer assistance to renters, landlords and utility providers affected by the COVID-19 pandemic.


  • Governor Wolf signed S.B. 109 into law in February 2021, officially designating the Pennsylvania Department of Human Services to oversee administration of the Emergency Rental Assistance Program (ERAP).


  • Indiana County was awarded $5.5 million to spend between now and the end of December 2021, with 65% being allocated by July 31, 2021.


  • The County entered into an agreement with the Indiana County Community Action Program, Inc. (ICCAP) to administer and deliver the services of ERAP.
