Bids for Municipal Building Renovation Project Now Being Accepted

Indiana Borough, Indiana County, Pennsylvania, will receive sealed bids from qualified bidders for the Municipal Building Renovation Project until 1:00 p.m. prevailing local time on Friday, December 1, 2023 at the Indiana Borough Municipal Building, 80 N. 8th Street, Indiana, PA 15701. Bids will be immediately thereafter publicly opened and read aloud in the Council Chambers located in the basement level of the Municipal Building, for the following contracts:


Contract No. 1: General Construction


Work involves building construction which includes membrane re-roofing, coping, masonry and stone veneer repair, metal siding, insulation, interior and exterior doors and frames, aluminum-clad wood windows, interior masonry and light-gage metal partitions, built-in casework, ceilings, flooring, and paint; miscellaneous work to support other contracts as required. Work also includes asbestos abatement and modifications to the existing wet sprinkler system.


Contract No. 2: HVAC Construction


Work involves the installation of a new heat pump VRF type HVAC system, including ductless ceiling cassettes, wall cassettes, ducted units and replacement and modification of duct work; removal of all existing boiler components and modification of existing ventilation systems including associated natural gas piping, as well as general ventilation systems.


Contract No. 3: Plumbing Construction


Work involves installation of plumbing fixtures, wall hydrants, water supply lines, sanitary lines, drains and trench drains traps and vents.


Contract No. 4: Electrical Construction


Work involves installation of a new generator and automatic transfer switch; power distribution equipment including panels, feeders, branch circuits, receptacles, and disconnects; installation of new fire alarm system equipment; electrical work to support telecom/data and building security wiring; electrical work to support building HVAC systems; installation of LED lighting fixtures (interior and exterior) and associated switching, including emergency/exit lighting; miscellaneous electrical work to support other contracts and equipment as required.


A non-mandatory pre-bid conference is scheduled at 1:00 p.m. prevailing local time on Tuesday, November 14, 2023 at the Indiana Borough Municipal Building, located at, 80 N. 8th Street, Indiana, PA 15701. Immediately following the pre-bid conference, bidders will have the opportunity to visit the project site at the Indiana Borough Municipal Building, This will be the only opportunity to tour the building.


Copies of the Contract Documents may be viewed or obtained by appointment at the offices of Stiffler McGraw Architects, LLC, 1731 North Juniata Street, Hollidaysburg, PA 16648. Payment for the Contract Documents will be $200.00, which price includes 6% Pennsylvania Sales Tax. Digital Copies are available in PDF format on Compact Disk at a 50% discount of the paper copies cost. All checks should be made payable to Stiffler McGraw Architects, LLC. Payment is non-refundable. A $10.00 ($5.00 for Digital) fee for postage and handling will be required for Contract Documents that are mailed to bidders.


A certified check or bank draft, payable to the order of the Owner or negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond on the form provided, executed by the Bidder and an acceptable surety (Surety companies must appear on the Treasury Department's most current list (Circular 570 as amended) and be authorized to transact business in the State of Pennsylvania), in an amount equal to ten percent (10%) of the total of the Bid shall be submitted with each bid to guarantee the Bidder's entrance into a contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements set forth in the plans, specifications or any applicable statutes of the Commonwealth of Pennsylvania, or any applicable municipal ordinances.


The successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price on the forms provided, with a surety company listed on the Treasury Department's most current list (Circular 570 as amended) and be authorized to transact business in the State of Pennsylvania. Pennsylvania Prevailing wage rates will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices and related matters.


All contractors and subcontractors shall comply with the Public Works Employment Verifications Act. The Act requires the contractor to verify employment eligibility through the e-verify program operated by the United States Department of Homeland Security as a precondition of being awarded a contract for this project. The contract documents contain information and verification Form regarding the Act.


The Owner shall award the contract to the lowest responsible bidder or shall reject all bids within 60 days of the date of the bid opening, and no bidder may withdraw his bid before the expiration of such 60-day period; PROVIDED, however, that if the award of the contract is delayed by a required approval of another government agency, the sale of bonds or the award of the grant or grants, the Owner shall reject all bids or award the contract to the lowest responsible bidder within 120 days of the date of the BID opening, and no bidder may withdraw his bid before the expiration of such 120-day period. Thirty (30) day extensions of the date for the award of the contract may be made by the mutual written consent of the Owner and the lowest responsible bidder.


Bidders for this contract shall have completed projects similar in character and scope and will be required to provide with their Bid a Qualifications Statement for prime contractor and all subcontractors.


Addenda, if any, will be issued to only those persons whose names and address are on record with Stiffler McGraw Architects, LLC as having obtained a copy of the Contract Documents.


The Borough of Indiana reserves the right to reject any or all bids or to waive any informalities in the bidding.
