4th and Philadelphia Street Traffic Light Inoperable (treat as a 4 way stop!)

The traffic signal at the intersection of 4th Street and Philadelphia Street is currently inoperable and blinking red.

In accordance with state laws, a blinking red stop sign means the entire intersection should be treated as a 4 way stop.
